The number of reviewers working with one material (article) is at least two.
All reviewers are recognized experts on the subject of peer-reviewed materials and have had publications on the subject of the reviewed article for the last 3 years.
The right to choose a reviewer/reviewers belongs to the editorial board of the journal.
If the reviewer refuses to evaluate the article (including those related to a conflict of interest), the editorial board selects another expert. The Editorial Board has the right to appoint additional experts and/or conduct an independent examination.
The manuscript is accepted for publication, rejected or returned to the author for revision only by the decision of the editorial board. The decision of the editorial board is considered final.
When evaluating the material, experts use a single electronic form of the review, which necessarily indicates one of the 4 variants of the expert decision:
If the reviewer indicates the need to make serious changes to the article with repeated review, the manuscript is returned to the author for revision without consideration by the editorial board. After completion, the new version of the manuscript is sent for re-review by the same / the expert who made the appropriate conclusion.
The submitted materials are transferred to the editorial archive and are not returned to the author. The reviews are kept in the editorial office of the publication for 5 years, copies of them are provided upon request to the authors of the manuscripts.
